Tennessee becomes the sixteenth state and enters the Union a slave state. The order provided that "each family should have a plot of not more than forty (40) acres of tillable ground. .. in the possession of which land the military authorities will afford them protection until such time as they can protect themselves. . ." The mission ended in failure in January 1947. Popular sovereignty was first proposed by presidential candidate Lewis Cass in 1848 and later championed by Stephen Douglas.
